How can I turn curtain valences into a Dorothy costume?

I have two old valences that are close to being the right Dorothy Gale pattern. So I basically have fabric. I’m looking for something easy to make that requires minimal sewing (I have iron on hemming for the bulk of the work.) What do you suggest I do? An apron? Wrap around skirt? What?

you can take the VALANCE and create a skirt then add an apron front top.( like a pinafore) then just wear with a white blouse.Hope this helps.
